The European Commission took steps towards a "fair and growth-friendly" taxation system for the digital economy that includes companies such as Google, Skype and Amazon, all of which have European headquarters in Luxembourg.
The Commission, the European Union's (EU) executive arm, would like "appropriate and meaningful" solutions to be agreed at an international level by spring 2018 when EU rules could be set out, it said in a statement.
