Europe puts 25 nations on draft tax-haven blacklist
At least four countries — Panama, Samoa, Guam and Marshall Islands — are likely to be removed after they made last-minute promises to reform.

More than two dozen countries face being named on a European tax-haven blacklist as the EU moves to crack down on aggressive avoidance.
The draft list, compiled by the European Council’s Code of Conduct (COC) group, comprised of tax experts from each EU member state, includes 25 countries.
