Brussels raps Luxembourg over VW foot-dragging
European Commission refers six EU member states to European Court of Justice for pollution violations
Brussels has opened infringement proceedings against Luxembourg for what it sees as foot-dragging over the Volkswagen emissions scandal.
In a statement issued on Thursday, the European Commission said Luxembourg had "disregarded" the European Union's (EU) vehicle type-approval rules.
