Tuition fees in Europe would be 'more socially just'

A former University of Luxembourg rector who presides over the association representing European universities claims Brexit will leave higher-education institutions in Europe and the UK "marginal" and says introducing tuition fees across Europe would be the "most socially just system".
Professor Rolf Tarrach headed Luxembourg's only university for a decade, from 2005, just two years after its formation, which he says was met with doubt and scepticism by many, including then-prime minister Jean-Claude Juncker, who was initially "against the creation of a university".
